Speaker: Mr David S. S. Chin, Executive Director, Singapore Maritime Foundation

From an apprentice at Keppel Shipyard to overseeing Singapore’s development into a commercial shipping capital as a director at Trade Development Board (TDB) and subsequently as executive director of the Singapore Maritime Foundation (SMF) today, Mr David Chin has truly been at the frontlines of Singapore’s maritime growth from backwater to industry leader.

With colourful anecdotes, David will share his experience and insights on how Singapore reinvented and developed world-class shipyards, equipment and services, as well as how as a young and small nation, Singapore took active steps at the World Trade Organisation in Geneva to promote and increase international trade. He will discuss the strategies behind making Singapore an international maritime centre, and the importance of a maritime foundation to attract and grow maritime talent in Singapore to stay ahead of competition.
Mr David Chin started his maritime journey with the Singapore Harbour Board’s Dockyard Department (subsequently renamed Keppel Shipyard) as an apprentice in 1962, rising through the ranks as marketing manager. He served the TDB in numerous appointments including deputy chief executive officer, and was appointed director general (trade) of the Ministry of Trade and Industry from 2004 to 2007. He graduated from Singapore Polytechnic with a Diploma in Mechanical Engineering, and holds a Degree in Mechanical Engineering from the Newcastle-Upon-Tyne Polytechnic.
Mr Chin was awarded the Public Administrative Medal (Silver) in 1993 and the Public Administrative Medal (Gold) in 2000 by the President of the Republic of Singapore. He was awarded the ASMI Gold Award in 2012 for his contributions to the marine and offshore industry. For his pivotal role in promoting Singapore as an international maritime centre, he was awarded the International Maritime Award in 2013, the Lloyd’s List Asia Pioneer Generation Award 2015 and the Seatrade Maritime Awards Asia 2016.
