Description

Dear Industry Colleagues,

With many lives and businesses depending on air transportation today, safety in the aviation industry remains of paramount importance. To ensure that Singapore adheres to international safety standards and best practices, the Civil Aviation Authority of Singapore (CAAS) continues to drive the highest standards of safety. Working with industry partners like you, we seek to promote a strong safety culture and embed a robust safety framework through greater collaboration and engagement with the aviation community.

To this end, CAAS has launched the CAAS Safety Series since 2011. It is a platform for updating the aviation industry on developments in safety policies and regulations as well as addresses any impact of new programmes/changes on the industry. Comprising a mix of monthly talks, workshops or seminars on topical issues related to aviation safety, the CAAS Safety Series seeks to encourage sharing of views and feedback from the industry.

This Safety Series aims to inform the industry on the impending changes to the dangerous goods training requirements in Part 1;4 of the ICAO Technical Instruction of Safe Transport of Dangerous Goods by Air (corresponding to IATA Dangerous Goods Regulations Manual Subsection 1.5). From 2021 onwards, dangerous goods training is expected to move towards a competency based approach that focuses on the training needs of staff based on their job responsibilities and the identification of competencies required to achieve the desired performance standards in the handling of dangerous goods. During the seminar, CAAS will explain the ICAO framework on competency-based approach to dangerous goods training and the development of competency based dangerous goods training programmes. Singapore Airlines Limited and AAT Training Hub will also share their experiences in the design and transition to competency based dangerous goods training programmes and its benefits. The details of the seminar are as provided below.
