Semi-archives and Interim Archives: A History of the National Wages Council

The National Wages Council (NWC) was the orchestra of Singapore’s wage policy. Join historian Dr Loh Kah Seng as he explores two key events in NWC’s history – its formation in February 1972 and the adoption of a high wage policy between 1979 and 1981.

Using the concepts of “semi-archives” and “interim archives”, Dr Loh will show how Singapore historians can work both modestly and imaginatively with a wide range of historical sources, including archival, oral and published sources. He applies these concepts to the partially declassified government records on the NWC, and also to other sources such as oral history and the writings of NWC’s long-time Chairman, Lim Chong Yah.

About the Speaker

Dr Loh Kah Seng is a historian of Singapore. He is the author of Squatters into Citizens: The 1961 Bukit Ho Swee Fire and the Making of Modern Singapore; Tuberculosis – The Singapore Experience, 1867-2018: Disease, Society and the State; and Theatres of Memory: Industrial Heritage of 20th Century Singapore.
