This paper examines the evolution of the Kimberley Process and its Certification Scheme as a meta-governance regime shaping transnational regulation of the rough diamond trade. Drawing on meta-governance theory, we assess its dual role as a coordination platform and a normative authority in reducing the flow of conflict diamonds and fostering responsible mining practices. We critically evaluate persistent challenges related to mandate fragmentation, weak enforcement mechanisms, and inconsistent monitoring standards. We argue that its long-term legitimacy and effectiveness hinge on its adaptive capacity to address emergent stakeholder expectations, leverage blockchain and traceability technologies, and institutionalize more robust accountability frameworks.
