Puan Zainora Zainal, CEO CIDB

Zainora Zainal is a respected professional with over 33 years of experience in the

construction industry. She holds a Bachelor of Engineering (Electrical & Electronics) with

Honors from Coventry University, Midlands, United Kingdom. Her career in public service

began in 1992 at the Standards and Industrial Research Institute of Malaysia (SIRIM). She

later served in Labuan Development in 1996 and subsequently joined the Construction

Industry Development Board (CIDB) Malaysia in 1998.

Based on her extensive experience in the construction industry, she was entrusted as the

first woman appointed as the Chief Executive of CIDB Malaysia, effective November 28,

2024. Through her role as the Deputy Chief Executive II (Development) at CIDB previously,

she implemented various construction industry development initiatives, particularly

involving technology, standards, and contractor expertise. One of her key achievements

was leading the preparation of the Paper on the Implementation of the Guidelines for

Monitoring and Implementation of the Industrialized Building System (IBS) for Private

Projects, which was approved at the 80th National Council for Local Government (MNKT).

Besides her commitment to formulating CIDB's policies and direction to lead the national

construction industry, she actively contributes through direct involvement in established

committees and task forces. She chaired the Site Enforcement Committee to coordinate

COVID-19 management between agencies in WPKL and was also active as the Chairperson and panel of committees related to standards under the management of the Department of Standards Malaysia and the export services committee with MATRADE.

Zainora is often appointed as the Head of the Construction Cluster Delegation for

Malaysia’s participation in International Exhibitions in Dubai, Abu Dhabi, Myanmar, and

Indonesia. During the Build Smart Conference Singapore 2017, she presented a paper on

Empowering Competent Female Workforce in the Malaysian Construction Industry.

For her outstanding contributions during her service at CIDB, Zainora received the

Excellent Service Award in 2012, 2019, and 2022, as well as the 20-Year and 10-Year Long

Service Awards.


Mr Sashitharan Subramaniam, Head of Asset Management & Valuation, Knight Frank

Sasitheran currently serves as the Head of Asset Management at Knight Frank Malaysia, a leading global property consultancy firm. In his role, he oversees the strategic management and optimization of assets, ensuring they deliver maximum value for clients.​

He is a Registered Valuer, Estate Agent, and Property Manager, accredited by the Board of Valuers, Appraisers, Estate Agents, and Property Managers Malaysia. This prestigious recognition underscores his extensive expertise and adherence to the highest professional standards in the industry.​

With over 21 years of experience in real estate valuation and asset management, Sasitheran has developed a deep understanding of the Malaysian property market. His career has been marked by significant achievements, including the successful management of diverse property portfolios and the implementation of innovative asset management strategies. PMgr Sr Low Hon Keong, Managing Director Henry Butcher Malaysia

PMgr Sr. Low Hon Keong is the Managing Director of Henry Butcher Malaysia (Mont Kiara) Sdn Bhd. A registered Valuer and Property Manager under the Board of Valuers, Appraisers, Estate Agents, and Property Managers, he holds a Bachelor of Science in Property Management from Universiti Teknologi Malaysia. He is also a member of both the Malaysian Institute of Professional Property Managers and the Royal Institution of Surveyors Malaysia.

With over 20 years of experience in property management, Mr. Low has overseen a diverse portfolio, including luxury residential developments, special-purpose buildings, mixed developments, high-end corporate and commercial projects, retail properties, and specialised facilities. He also has expertise in managing properties for REITs, facilitating the formation of sub-management corporations under the Strata Management Act 2013, and advising property developers on service charge calculations and vacant possession handovers.


Ts. Mohd Mazhar Mohd Marzuki, MAFM

Ts. Mohd Mazhar Mohd Marzuki is an accomplished Facilities Management (FM) professional with over 25 years of experience. He holds an MBA in Building & Facilities Management and a Bachelor's degree in Mechanical Engineering, and is currently pursuing a Doctorate in Business Administration (DBA) focusing on Asset and Facilities Management.

He has led numerous high-impact projects, including Public-Private Partnership (PFI) consulting, FM tender specification development, and strategic audits. His notable work includes FM consultancy for Celcom Axiata’s corporate relocation, Railway Assets Corporation (RAC), Boustead Properties Berhad, MBSB, and the Malay Chamber of Commerce. His expertise spans operations and maintenance, lifecycle costing, budgeting, audits, and FM strategy.

Mazhar is actively involved in shaping the FM profession in Malaysia. He currently serves as Vice President 1 of the Malaysian Association of Facility Management (MAFM) and sits on CIDB’s Construction Competency Technical Committee, contributing to the Construction Skills Qualification Framework (CSQF). He is also a member of the Malaysian ISO 41000 committee and a trusted industry advisor to institutions such as PSA, UM, UTHM, and OUM. He is a Certified FM Manager, Trainer, and Assessor by CIDB, a Professional Technologist (MBOT), a Registered Property Manager (BOVAEP), and an HRDCorp Accredited Trainer. In 2021, he was recognised with the SME Icon Award by the Malaysian Service Providers Confederation (MSPC).

Ts. Mazhar combines technical depth with strategic insight, delivering impactful training, consultancy, and leadership to elevate FM practice in Malaysia and beyond.

Dr. Georgia Warren-Myers is the Head of Sustainability & Risk APAC at JLL an international real estate advisory firm.
