Alameda CTC & Caltrans

The Alameda County Transportation Commission (Alameda CTC) was the implementing agency for the environmental and design phases of the State Route 84 Expressway Modernization and the State Route 84/Interstate 680 Interchange Improvement Project. The California Department of Transportation (Caltrans) was the implementing agency for the construction phase of the project.
